Need for publishing pipeline

A new pipeline needs to be developed to distribute and integrate CI/CD for diffCheck. This should include:

• a versionizer that takes as reference the manifest.yml and mark the same version everywhere
• a flag modifier of the componentizer to mark the #r:diffCheck==version in all publishing components
• a pypi package ci publishing pipeline
• a yak package publishing pipeline
• a CI activated on release

We might missing some points though..
