Consider whether CDF should support ranges beyond the end version #606

The current implementation of CDF in kernel fails if the end version provided is greater than the latest version in the log. Delta-spark allows for end versions of the CDF range to go beyond the end of the log.

Consider an alternative api in kernel that allows for ranges beyond the end.
