Github Workflow needs to be updated for new release branch #342

** Expected Behavior**
When pushing to the new release branch, github workflows should have been triggered such that new libraries were pushed to testpypi.

** Actual Behavior**
No libraries were published, because the workflow only triggers for branch names matching release/**. But, our new policy is to just call release branch(es) release.
