Slack users should see one of three state-change notifications per the following table:

ScheduleState Value Ready Value RevisionHistory Includes Message Displayed
In-Progress true 'READY changed from [false] to [true]' "{FormattedID} is ready for QA"
In-Progress false 'READY changed from [true] to [false]' && !'SCHEDULE STATE changed' "{FormattedID} needs additional work"
Completed true 'SCHEDULE STATE changed' "{FormattedID} is ready for acceptance"
