Could you please check if you are trying to setup the CLI twice or more for the same job?
I had the same issue, I removed the repeat setup and it worked.
Run databricks/setup-cli@main
replace .bin/CHANGELOG.md? [y]es, [n]o, [A]ll, [N]one, [r]ename: NULL
(EOF or read error, treating as "[N]one" ...)
