npx cypress open-ct doesn't open the test runner

I've been using Cypress E2E tests for a couple years now, and am trying to setup component testing.

I installed via:

npm install --save-dev cypress @cypress/react @cypress/webpack-dev-server webpack-dev-server

Then in my plugins/index.js I have

if (config.testingType === 'component') {
  require('@cypress/react/plugins/react-scripts')(on, config)
}

I also created a simple test file per the documentation.

However, when I attempt to open Cypress or run it in headless mode, I get an issue. Here's my console output:

And no window opens. I can see the Cypress test runner app is running (it opens in the app bar), but no window appears. If I do npx cypress run-ct, I get the same console output and it hangs indefinitely.

I'm on macOS, Cypress 8.3.0.
