Improve date picker UX for far-out dates

The current date picker UI is quite inefficient when one has to enter dates that are more than a few months away from the current date, and downright impractical to navigate to a date such as 25-Feb-1903 via the date picker.

There is an inherent bias / underlying assumption in the current behaviour that date inputs will contain data near-about the date of entry creation, which is untrue for various use cases such as:

• Date field for timelines
• Date of birth
• Dates on a project for showing historical content (screenshot)

A common pattern in date pickers to improve navigating between years is to offer separate month and year selection UIs, often accessed by clicking on the currently active month and year titles:

We can look into improving this for sure.

Worth noting that in the meantime, you can also just type in the date (or just the year), and the UI will react to that.

We’ve noticed that clients often don't discover they can type in dates until it is explicitly pointed out in a demo. (Related: #12284)

We just made this a little better for Craft 5.6 by enabling the changeYear option, so the date is now a dropdown menu (#16376).
