Why can my toc work only when self-host is enabled?

When self_host is set to false (by default), my toc cannot be displayed in all of the generated pages, while the prompt text still exists. That seems strange. (I have no problem connecting to jsDelivr.)

If I set it to true the toc can be shown successfully (link), but in some situation I don't want to enable the feature.

So how can I show tht toc without turning on self-host mode?

I think this error message may be related to the problem...
