Might be worth adding websocket support in rly. PathProcessor is able to consume duplicate events, so CosmosChainProcessor could potentially do both existing RPC poll + websocket stream for speed+reliability

@agouin do you know what the deal is w/ this one? Looks like there's a stale first-pass draft PR. There'll still be some additional work. Whaddya wanna do? Keep the story? Are you and @misko9 the right ppl for it?
