Describe the bug
ksql-migrations returns an error to the shell when there are no eligible migrations

To Reproduce
Steps to reproduce the behavior, include:
Version 0.29

Expected behavior
"no eligible migrations" is not an error condition. being reported as such masks other potential errors, which makes it difficult in to handle in CICD configurations.

Actual behaviour

$ ksql-migrations -c /share/ksql-migrations/ksql-migrations.properties apply --next --dry-run 
This is a dry run. No ksqlDB statements will be submitted to the ksqlDB server.

No eligible migrations found.
