Identify CivicPlus in AHP Parser

This is a low priority issue, but it would be good if our AHP parser also searched for CivicPlus sites.

CivicPlus urls follow this pattern: 'http://co-routtcounty.civicplus.com/AgendaCenter'

The same urlparse methods should be easily adapted to this format.
