Update SQS code to be able to switch between local and AWS

Update the code so that we can test out the SQS stuff locally versus in AWS. Potentially use watchdog to monitor files and fire events instead of S3 and SQS. This will test the processing of files without the need for AWS services or libraries that mimic those services.
