https://github.com/cfpb/ccdb-data-pipeline/blob/main/INSTALL.md#building-the-complaint-index starts with pyenv virtualenv 3.6.9 ccdb-data-pipeline && pyenv activate ccdb-data-pipeline. However, this needs brew install pyenv-virtualenv run beforehand. It seems like the install docs should say this.
