This may actually be unnecessary as the default CEDA rabbit server could be used instead, but it would be good to figure out how to provide a separate rabbit server to other parties.
Good to remember that the funding used expects the software and deployment to be portable, so I like the aspiration to "figure out how to provide a separate rabbit server to other parties" ... which of course has two components:
other parties who want to deploy their own system, and
other parties who want to use some part of the NLDS ecosystem (e.g. the mover) but who are not in CEDA.
