Checking validity of data when reading from scratch-pad

When reading from the scratch-pad, the valid bit is apparently checked, however, it doesn't matter if the valid bit is set or not, the same thing happens and the data is actually read from the scratch-pad.

I'd appreciate if you could please elaborate on this.
