Consume OSI license list for additional URLs

We have a bunch of these in the fallback list. Let's get them all.

It should be possible. There is this: https://github.com/OpenSourceOrg/licenses

It appears to scrape a bunch of sources (including SPDX) to generate a combined JSON which is hosted at https://api.opensource.org.s3.amazonaws.com/licenses/licenses.json

IANAL: the JSON output is licensed under CC0 so we should be free to consume it
