Setup local coverage reports with vitest for web components

In order to have an idea where our test coverage is for the web component package, we need to configure the coverage report options for vitest, until we've setup coverage within CodeCov. There is docs on how to do this here which look pretty thorough and should include what we need until we've integrated with CodeCov.
