Move test-helpers out of bc-gov directory

Description

The test-helpers file is being used to test components outside of the bcgov theme. The test-helpers file should reflect that and be moved out of the bcgov theme. All files that import test-helpers will need to be updated too.

Tasks

• Move test-helpers from service-development-toolkit/packages/bcgov-theme/utils/test-helpers to somewhere outside of the bcgov theme

• Update all files that reference test-helpers to have the correct path
