Currently, Zenhub seems to create a new ticket when a PR is created. Since we create tickets prior to beginning work, we end up with duplicate tickets. Closing the generated issue also closes the attached PR.
This is likely the product of a setting in either GitHub or ZenHub.
If this issue is not being experienced by all developers, then a meeting should be set to walk through the workflow with any developers who are experiencing the issue.

If yes:
Update settings where applicable to prevent PR creation from generating an issue
If no:
Set a meeting with devs who are experiencing the issue to demonstrate the successful workflow
