Description

Toolkit Storybook

User Story

As a Toolkit user
I want to open and close the modal component in storybook
So that I trust the functionality of the component

Acceptance Criteria

Given When Then Pass/Fail (TBD by reviewer)
I am in the storybook I am looking at the Modal component It shows open and close functionality

Research + Rationale Summary

The open and close functionality of the modal is not shown in Storybook

Prototype (if applicable)

Developer notes

I'm envisioning it like the MUI modal docs
Major changes should be made in the base component so it is propagated up to the themed components
