別人が再利用する可能性のあるメールアドレスを、同一性の確認に使っていたりするので根本的に見直す。

メールアドレスを認証の中心にしているのをやめる(Usersから見直す必要があるので現実的でない)
ログインしようとして新規登録するのをやめる
メールアドレス未検証ユーザは登録できなくなったのでその対応

前の実装(developには入っていない): #384
