No, it's not. It connects about 3-5 seconds later.

Repro steps (must be performed in the following order):

1. Sparrow Gateway has been previously paired to a Sparrow Node
2. Plug your ST-LINK to your PC and Sparrow Gateway
3. Plug the Qwiic cable between the Sparrow and Notecarrier
4. Plug the LiPo into the Notecarrier
