Unusable flags

Doing a comparison between the flags listed in the CSS file and the JS list I found that there are about 10 flags that cannot be used because they will not appear in the list; examples are: AN (not in ISO list), Catalonia, England, IC (not on ISO list), Kurdistan, Scotland, Somaliland, Wales and Zansibar. In the same time there is a country MF without a flag. What is the point of having flags that cannot be displayed?
