Moisture Content Cones - Moisture Content Data

As a TSC Testing Technician I want a section in the seed moisture content form that collects non-tabular data So That I can enter the start and end dates, the category and any comments to do with the testing activity

Acceptance Criteria

• Given that this is a brand new activity, when enter the dates, category or any comments, then they are saved as I enter the data.
• Given that this is a brand new activity, when enter the dates, category or any comments, then they are pushed to the appropriate Oracle tables
• Given that I using the moisture content screen, when I enter data, then it is validated using the appropriate oracle API prior to being pushed to the oracle database.
