Create Data Fix to migrate CUS records to new spar

The original data migration that moved the original spar data from the dbp01 database to the new spar postgres database only moved the A class seedlots from tested parent trees.

This ticket will create a data patch that will copy the A class records that are from Custom Seedlots (CUS) and Untested Parent trees (UPT)

Acceptance Criteria

• Migration script is created
• Migration script added to the nr-fsa-scripts repository
• Scripts have been tested and verified against the local dev env
• Test queries are defined to verify that the script completed successfully

Package has been created and loaded to the fsa scripts repo and the branch spar-add-cus-records

Next steps:

• @franTarkenton will remove the CUS and TPT records from the spar2 TEST database
• @franTarkenton will run the migration on the spar2 TEST database
• @SLDonnelly and team will verify that new records do not impact the TEST database
• @franTarkenton run data load scripts on PROD database.
