Create a pipeline to deploy what is currently built to display the snowpack data

simple CICD pipeline now implemented in PR#10

open pr - creates ephemeral deployment in dev, updates the comment for the pr with the ephemeral route.
close pr - tears down the ephemeral env created for the PR and deploys to prod.
