EPIC: View a Single Basic Public Rec Site or Trail Info

Display basic information about a recreation site OR trail that can be publicly shared.

This epic tracks work around setting up basic hosting environments, tech stack and infrastructure, data modeling and creation of a new database that can be used to show RST data on a simple (first iteration) UI. The UI will focus on data/information that can be shared publicly. This data could become our first "data register" api endpoint (outside the scope of this epic.
