Add application team contact email in FAM

Describe the task
When grant user access, we want to add the application team contact email to the notification email. Store the application team contact email in to FAM database.

Acceptance Criteria

• Collect application teams' contact emails
• Add a new column in FAM application table for team contact email
• Review GC Notify email templates to support NULL team contact email

Additional context

• for FOM: [email protected]
• Assume the team email address are fairly static; no user update ability
