SPIKE: investigate how to get rid of RDS Proxy in non-prod environment

Describe the task
Investigate how to get rid of RDS Proxy in DEV, TOOLS environment, and use proxy temporarily in TEST environment. The main cost is from RDS Proxy and RDS.

Acceptance Criteria

• Review the existing SPIKE documentation for the cost of RDS Proxy https://github.com/bcgov/nr-forests-access-management/wiki/SPIKE:-Connection-Pooling-and-RDS-Proxy-Costs
• Check how to connect to the RDS directly without the proxy
• If we can only enable RDS in TEST environment when we need to do pre-release testing
• Investigate how to disable RDS in Tools environment, and only enable it when we use it

Additional context

• For an immediate saving, removed the RDS proxy in the TOOLS environment as we don't actually use the tools environment at this moment. If we need to enable it, just rerun the pipeline to add the proxy back, or add it back manually

• Also stopped the RDS in Tools environment, but it can only be stopped temporarily for up to 7 days and will auto restart
