FOM deployment failed on pulling image from Github

Describe the Bug
When pr merge to main, the deployment failed on OpenShift (TEST) to roll out the api component due to timeout on image pulling.

Additional context

• Currently, at the same day, but different repo (FAM), the deployment is also failing due to Github runner issue at this ticket: FAM deployment to AWS fails with - "terraform": executable file not found in $PATH nr-forests-access-management#1700. Not sure if this is related Github issue that causes the problem.

Derek, Basil and Criag investigated this morning.
In short, the "tag" for the images in all Github package for (test, prod) were somehow being removed, or image might be deleted due to iGH only retain 50 (if I understand correctly).
We didn't notice because FOM was stable for a while and there were not many deployments in the past months.
Derek helped to fixed deployment templates on "TAG" to be able to retagging for the images.

Production and test are fixed today including batch jobs.
