Online public notice updates

As a licensee I want to be reminded of the public notice feature So That I don't forget to add or pass over the online public notice

As a licensee I want to have an option to not save the notice through FOM system So That I can submit the FOM successfully

Acceptance Criteria

• On view FOM Detail page: When the licensee clicks on the 'Add online Public Notice' button, Then the user is taken to the 'New Online Public Notice' page ('Add Online Public Notice' is a new section and new button - similar styling as 'FOM Spatial submission'
• Online Public Notice section: When the user has not made any selection on the 'New Online Public Notice' page, Then show the error message - "Online Public Notice verification required" (Similar styling to 'FOM Spatial Submission')
• New Online public notice page: Add radio selection field with two options -
  1 - 'Add information and directly publish it to the public website' (add link to the public website that opens in a new page) - This option is selected by default for the user
  2 - 'Mandatory online notice is published on a different website'
• New Online Public Notice page: When the user is on the page, 'Add information and directly publish it to the public website' should be selected by default. The rest of the form will behave how it does currently
• New Online Public Notice page: When the user changes the selection to 'Mandatory online notice is published on a different website', Then change the rest of the form and show only one text area field - 'Add public notice site URL (optional)'
• Publish FOM when the public notice is not added: When the user clicks on 'Publish', Then add the warning message " Online Public Notice verification is required before "Publish" is pushed "

Additional Context

• Don't remove the 'Add Online Public Notice' button from the top. Leave it as it is.
