Update the current workflows for building on android devices

Value Add

• Opens up testing surfaces to other devices
• Can access sensors on devices instead of only in browser
• Can ensure capacitor features will work on both devices without having to later do a refactor for a 1 OS solution

• Can build .apk for Android
• Can run on an Android device
• Documentation written for running the android build workflow
