Mobile: Only 1 tile cache set visible on map

You can download multiple caches and see them in the layer picker, but only the most recent is visible on the map. This wasn't consistent among users, some said they could see all caches, some could only see most recent.

Tested on the simulator and browser(mobile mode) - was not able to reproduce the issue, worked fine for me.
@brennanwebster tested on the ipad, it worked for him as well.

Keeping the ticket open - @brennanwebster mentioned he'll test it again with the testing group.

Update after more testing: the one user that had this issue created two tile cache sets but could only see one of them on the map. they had both sets toggled to be visible in the layer picker. if they tried to turn the visible set off it would not disappear, but if they turned both of the sets off it would disappear. it was actually the first tile cache that they made that was visible, so the title of this ticket is not true.
