Add the ability to add a title for a More Info URL.

User Story

As a editor,

I want be able to add a short free form text to a url

so that users can see easily what the url directs them to as in Gov it is best to use the GUID urls for our websites so that if they move these won't be impacted. When there are more than one URL this is leads to confusion for users and myself when reviewing the records.

Test Case

This is what the title URL looks like, which a user would be able to tell what the page is before they even click on it.

https://www2.gov.bc.ca/gov/content/justice/about-bcs-justice-system/justice-data/courts-data

This is what is going to be put in the more info location. Doesn't tell the user anything, thus they must click on it to find out if this is indeed what they are looking for. Becomes more confusing when there are multiple more info links.
