BCIERS APPLICATION

Onboarding

The onboarding feature includes information about the B.C. Industrial Emissions Reporting System (BCIERS),a web application for industrial operators to participate in the B.C. Output-Based Pricing System (B.C. OBPS). Onboarding also leads users to the Keycloak login process where users authenticate themselves. This ensures that only authenticated, authorized users can proceed to the BCIERS applications.

Dashboard

The dashboard feature provides navigation across different parts of the larger BCIERS system by entry points to other applications in the form of dashboard tiles. Each tile represents a different application and includes role specific links to the application's functionalities.

2025 Launch

In anticipation of an early 2025 launch of Administration, Registration 2, and Reporting modules, below is our transition plan for the existing data and users from Registration 1:

Brand new external users (never signed in to Registration 1)

  • sign in for the first time using Business BCeID credentials
  • will first be prompted to complete their user profile (phone number, job title)
  • will have the option of selecting from an existing operator, or creating a new one. No other tiles displayed on dashboard
    • if selecting from an existing operator, user will either request access from the operator's current admin user (if one exists), or request admin access as "prime admin" (IRC to review these access requests)
    • if creating a new operator, user supplies operator data. Upon completion of form, user is automatically made "prime admin" of the operator (no review required from IRC)
  • all tiles in main dashboard will be visible, only Administration and Registration tiles will be clickable
  • user will be prompted to register their operation by creating a new operation
  • continue to Registration subsection

External users who have previously signed in to Registration 1

  • sign in using Business BCeID credentials (as before)
    • assume that user profile already exists and they already have access to an operator
  • all tiles in main dashboard will be visible but only Administration tile will be clickable
  • user will be prompted to add missing operator data & confirm existing data
  • once Operator data updated, Registration tile in main dashboard will be clickable
  • user will have the option of creating a new operation and registering it, or registering existing operations (including those that already have a BORO ID from Registration 1) via the multi-step Registration form workflow
  • continue to Registration subsection

Registration

  • operation registrations will not need to be explicitly approved or declined by IRC, but IRC staff will be expected to review submitted information before clicking buttons toconfirm that a new BORO ID or a new BCGHG ID should be generated and issued to the operation in question
  • once an operator has at least one operation registered, the Reporting tile in the main BCIERS dashboard will be clickable

Reporting

  • emissions reports must be submitted annually. Each operation is expected to have its own emissions report each year

COAM

  • the COAM tile will be visible but disabled (not clickable) in the main dashboard until May 2025
  • in addition to the May 2025 launch date, an operator must have submitted at least one emissions report before they will be able to click on the COAM tile
