Description of feature / user story

As a support agent, I want a consistent, accessible and easy way to enable dev mode so that I can easily remember and communicate that to any user experiencing issues
As a developer, I want a way to enable dev mode that is consistent so that I can remember and doesn't accidentally get overwritten
