New/renaming repos

Renaming

• bcgov/Build_USA_BEC -> bcgov/BGC_USA_Build

New:

• bcgov/BGC_WNA_Assemble (part of the code currently in bcgov/Build_WNA_BGC_model)
• bcgov/BGC_WNA_model (currently in https://github.com/bcgov/CCISS/tree/spadesfying/CCISS_BGCworkflow/modules/BGCprojections_fit) deleted as deemed better to have a single module with the full BGC workflow. The module will not have it's own repo and will live in bcgov/BGCprojections
• bcgov/BGC_WNA_predict (currently https://github.com/bcgov/CCISS/tree/spadesfying/CCISS_BGCworkflow/modules/BGCprojections_predict) deleted as deemed better to have a single module with the full BGC workflow. The module will not have it's own repo and will live in bcgov/BGCprojections
• bcgov/BGCprojections - groups the BGC projection-specific repos/modules to make a BGC projections workflow that can be run separately.
• bcgov/BGC_novelty -- contents still being developed (code currently in https://github.com/bcgov/CCISS/tree/spadesfying/Novelty/Novelty_Mahony2017_DemoCode)
• bcgov/SS_quantSppFeas -- quantitative analyses on current species/site feasibility (@cour10eygrace)
• bcgov/CCISS_Review -- blank repo that will hold issues related to species feasibility review
• bcgov/CCISS_spatialApp -- new repo for tool that is currently in the CCISS_shinyApp repo
• bcgov/FFEC-actions -- new repo to host our GH actions (e.g. data QC actions, data uploading actions)

New "data repos":
