Update supervisor to target state on boot #3257

While testing changes to the balenaHUP script, I have experienced recent versions of balenaOS not updating on boot to the
supervisor version specified in the target state. Specifically, update-balena-supervisor is called and the supervisor image
updated, but the new supervisor is not started until a reboot.
