Disable creating organizations that do not have LOCA data available

Since our plan is to start using the new Area Indicators API having only ingested the LOCA dataset, we should only allow locations which have climate data for LOCA, and ignore NEX-GDDP, and should also update our geocoder filters to not include US territories and (if possible) Hawaii and Alaska.
