Change penalty calculation

Develop a more suitable penalty value for constraint violation. Instead of providing an arbitrary value, create a penalty factor based on the order of magnitude of the objective function values, like:

penalty = factor * 10 * math.floor(math.log10(value))
obj_fn_value += penalty * constraint_violated
