Refactor requirements files to minimize packages needed to run tests #294

We want only the packages needed for each of the test environments. Then we have a "_dev.txt" requirements file that does a -r <named-release>_test.txt and includes the imports not needed by test but needed for dev.

Like: "ginkgo.txt" -> "ginkgo_test.txt" and "ginkgo_dev.txt"

After refactoring, then enable the OpenAPI feature on devsite by default. Read Omar's comment here: #292
