FLAIR is only available in TFF or pfl+PyTorch.
We need to provide a setup for pfl+TF.
Should have parity in performance with pfl+PyTorch (see table 2 in paper https://arxiv.org/pdf/2404.06430).

see e.g. image_classification how both pytorch and tf has identical setups.
