优化隔离地址检查逻辑：
1、磁盘异常、实例同步时间差等问题统一服务端检查，客户端定期检查服务端是否就绪即可；
2、服务端sc/kie/cc重新提供检查接口。
3、历史版本server不存在检查接口时，tcp检查服务是否可用。
