License server may report extra usage if an instance has multiple public ip addresses

Problem:
AMS sends heart beats to the license server and if an instance has more than one public IP address, license server may think that this is a different instance and add extra hours for that.

Resolution:
Use the same local address in heartbeats/license check requests in AMS
