The guidance on the content design wiki says "Links in bullet points should start with plain text, for example: ‘be under State Pension age’. Assistive technologies will ‘forget’ to read the bullet if there is no plain text before the link". There are many examples of where bullet lists are made up entirely of linked text (ie no plain text at the start of the bullet).
That being said, I can't find where in the WCAG guidelines it says that bullet points need to start with plain text, or how much of an issue it is that assistive tech will 'forget' to read the bullet. So this is one for exploration rather than one that is definitely an issue.
