Remove duplication in GitHub Actions #32

There is some duplication in the CI/CD config that deploys the app to an environment, and also in the running of the tests.

This duplication could potentially be removed by either and/or:

using a matrix
extracting a reusable workflow (currently in Beta on GitHub Actions)
