version of the picker and combobox using an html select instead of div, button and menu

I know the table has been implemented both in terms of a full div table and in terms of actual html table elements. Would it be possible to do something similar with the picker and combo box, and to implement a version of them using the html select and option elements? That would make it possible to use them without java script to handle opening and closing the menu.

putting

class="spectrum-Picker spectrum-Picker--sizeM spectrum-Picker--quiet"

on the select element and

class="spectrum-Menu-item"
role="menuitem"

on the option elements does seem to work to my untrained eye, so this might not be an unreasonable amount of work?
