Merhaba,
Composer.json da 7.3 ve uzeri calisir seklinde tanimlamisim, bagimli bir paketten dolayi bu sekilde olabilir. Bu nedenle PHP 7.3 alti icin kurulumu composer ile yapmaniz mumkun olmayacaktir. Buna ek olarak kodu incelerseniz sadece cURL istekleri ile bazi GIB servislerine istek gonderildigini goreceksiniz. Dilerseniz paketi kurmak yerine kodu alip kendi projenize dahil edebilirsiniz. Fakat GIB servislerindeki degisikliklerden dolayi bazi islemler desteklemiyor olabilir. Incelemenizi tavsiye ederim.
