[Feature] additional property option for 'max_htlc_msat_local_ratio' #92

An option/property to set max htlc size to a % of available local liquidity instead of total capacity of channel.

Example:
max_htlc_msat_local_ratio Maximum size of HTLC to allow as a fraction of local channel balance 0..1
