Provide automatic update of CVE evaluation

In addition to the project report being updated by the build pipeline it should also be possible to confugure a project for an automatic update. This could be implemented by CRON like call to backend method which iterates over all known artifacts of a project on a regular (e.g. daily) basis. When new CVEs are found which are above the configured blocking level for the CI pipeline, the update would also trigger emails to the maintainers of the project.
